APRC Minutes January 14, 2016
Antrim Parks & Recreation Commission
Minutes
January 14, 2016
The meeting was called to order at 7:00 pm.
Attendance
Parks & Rec Commissioners:  Joan Gorga, Peter Lamb and Isaac Lombard
Recreation Director:  Celeste Lunetta

Minutes
The minutes from the December 10, 2015 meeting were approved as written.
Budget
Warrant Article.  The budget hearing will take place February 10. The warrant article will be written to request $30,000 from the Capital Reserve Account to purchase the two remaining light towers, A1 and A2, from MUSCO Sports Lighting to complete Phase 2 of the Shea Field lighting project. Installation costs will come from other sources, such as other Rec funds.
Shea Field
Maintenance.  Safety pads for the five towers will cost in the range of $400 - $500 each. Celeste will look into obtaining a grant from Sullivans in Greenfield to cover part or all of the cost. Richardson funds would also be appropriate.
ConVal Agreement.  The commission agreed that we can proceed with the latest draft of the ConVal agreement, dated 3/5/2015.
Town Gym
Update.  Loss of a gym key by one of the coaches led Celeste to contact ConVal about the long-broken lock. She was given permission to have the lock replaced. Celeste is looking into using a $900 donation from the Bombers to the Antrim Friends of Recreation to install a curtain to split the gym. Celeste is also investigating getting a gym floor turf.

Goodell Park
Eagle Scout Project.  The Eagle Scout project has not been fully completed. Joan will remind Henry Johnson of his obligation to the town to fully complete the project as proposed.

Route 9 Rest Area
River Access.  Rod Zwirner was informed by the SWRPC that the Route 9 rest area needs a new septic system, and the state does not have the money for it.

Memorial Park
Signs.  The signs have not yet been finished.
Tree Removal.  Andy Robblee removed the five dead trees in Cram Grove.
Culverts.  Steve Jones completed the culvert work. The cost was higher than anticipated due to hitting buried electrical wires of unknown origin. The timer for the lights was replaced and the box fixed. Road Agent Jim Plourde was very helpful with this. Celeste will get a report from Town Hall on how much money remains in the Memorial Park Project account.
Recreation Department
Update.  Lots of kids have signed up for the skiing program. The Toddler Playground and roller skating have been busy, and basketball is going great. Celeste has gotten the quarterly brochure out. The steps leading up to the stage and the stage curtains are both in need of repair at Town Hall.

Gregg Lake
Beach/Boat Launch Issues.  An unidentified structure was erected on the Point and left for about two weeks. No one appears to know who was responsible, or whether permission was sought.
The next regularly scheduled Parks & Recreation Commission Meeting will be held on Thursday, February 11th at 7:00 pm at the Rec Office.
The meeting was adjourned at 8:23 pm.
